Coordinating Ghana’s Annual B-READY Assessment Through Digital Reform Management

Ghana’s participation in the World Bank Group’s Business Ready (B-READY) Programme requires coordinated responses from multiple public-sector institutions responsible for different aspects of the country’s business environment. INDEX plays a critical role in supporting this process by coordinating the annual collection, consolidation, validation and submission of institutional inputs required for the B-READY assessment.

Working with the Ghana Business Regulatory Reforms (BRR) Programme, INDEX facilitates engagement with relevant Ministries, Departments and Agencies (MDAs) and other public-sector institutions to ensure that each institution provides accurate and complete responses to the B-READY assessment questionnaire. The coordination process involves identifying responsible institutions and focal persons, distributing relevant questionnaire sections, tracking responses, following up on outstanding submissions, reviewing inputs and supporting the consolidation of institutional responses.

INDEX also provides a digital platform for organising assessment information, tracking institutional submissions, managing supporting evidence and monitoring progress against annual deadlines. This creates greater visibility of the assessment process and enables the coordinating team to identify gaps, inconsistencies and areas requiring clarification before final submission.

The process supports Ghana’s assessment across key areas of the business environment, including business entry, business location, utility services, financial services, taxation, international trade, labour and other areas covered by the B-READY framework.

Through this role, INDEX contributes to strengthening inter-institutional coordination, accountability, evidence management and timely reporting, helping Ghana present a coordinated and evidence-based response to the annual B-READY assessment.
